Required outlets in commercial building

I got a customer who has purchased a large commercial building and there are walls in the building that may have to have fire rated sheet rock etc. Right now there are multiple outlets and switches in the walls. The new owner is wanting to do away with all the outlets if possible. The area where the walls are, are about 1600 sq. ft.
Is there any requirements in the code that outlets are required for an area that big? I can't think of any myself, but want to be sure I'm not missing anything. He's wanting to possibly just have fire rated sheet rock to cover the walls without any openings. The area will only be used for storage. The rest of the building is open and has probably 8000 sq. ft. of open space. Thanks
 
There is no minimum requirement for general convenience outlets in a commercial space. At least there weren't. Newer codes may have added some. Meeting rooms come to mind. Then there are receptacles required for equipment service, like HVAC.
 
Receptacles are required by 210.63 (at HVAC, Refrigeration equipment) and 210.64 (electrical service area) and an outlet (no necessarily receptacle) as required by 600.5 for signs
