Required small-appliance branch circuits

I have a house with 1 kitchen, but in the basement there is a range, and cabinets. Does this qualify as 2 Kitchens, and if so, Do I have to have to supply (4) 20 amp circuits, or can I tie the required (2) 20 amp circuits with both kitchen countertop receptacles? I guess the downstairs is kind of like a kitchenette, no fridge, no disposal, no dw, no sink.

Without a sink, it is not considered a kitchen but you could certainly install a couple of SABC's for good design purposes. No, you can't tap the upstairs SABC's to feed the basement IMHO.
