What are the NEC requirements for encasing underground conduit?

Not much there other then to use concrete tight fittings or raceways. Most raceways are permitted to be embedded in concrete. Even
EMT below grade has lesser restrictions in 2017 NEC then it did before.

Most cases you can have less cover depth if encased in or below concrete.

Other then that tell us any specific concerns you are looking into.
 
Is EMT even conduit?
Depends on where you get your definition of conduit I guess. NEC doesn't define that term, and a dictionary definition likely covers EMT, even if not specifically mentioning it.

Typing "conduit definition" into Google Chrome navigation bar yielded this as the first result "a tube or trough for protecting electric wiring" as the definition that relates to electrical wiring, pretty vague as to what that can be.
