Requirement for Elevator, Generator?

Working on a five building condo job. Each building is 4 stories. Architect tells me we need to put the elevator on a generator. But he can't tell me why or what code requires it to be on a generator.

Looked in various codes and can't find answers to the following.

Two questions:

1. When is an elevator required?

2. When is an elevator required to be on a generator?

Sounds like your questions are directed towards a building code or elevator standard. 620.91 says that elevators are permitted to be supplied by "emergency or standby power systems". It doesn't say that it is an NEC requirement.
 
I am not sure when emergency power is required but I can tell you that if these are hydraulic elevators one way of doing it is a small UPS system that will lower the car to a predetermined floor and open the doors.

A much cheaper route than a generator.
