Resetting meters

In my area, the po-co will require me to inspect a service that has been disconnected for more than a year.
I was just wondering if any of you inspectors ask people to have a licenced electrician give it the OK and then call the inspector to then notify the po-co.
 
Depends on what I find when POCO sends me. If the system appears to be undisturbed and all apparent wiring is Code compliant, I make sure the disconnecting means is "off" and approve for power.
If there is ANY evidence of tampering or non-Code wiring I required a contractor be involved.
The policy started here mainly due to vandalism rendering the wiring unsafe. POCO requests the inspection and "safe to energize" is as far as they are concerned.

That's pretty much the way I do it too. But I was thinking of not going at all until the ec gives it the OK first as I'm not supposed to remove the panel cover (although I often do).

Around here it's apply an orange OK sticker to the meter can and call (or fax) the poco to authorize reconnect.
 
Here it requires a permit (idle meter), which requires an EC to pull it. So I usually just meet the EC out there or tell him to go check it out first and then call me out, but I always go out. Never release a meter that you haven't actually looked at.
