Resident and comercial wireing

there is a property that shares 3 residents and two comercial units each one has its own sight ( one story ) and some one built a room in one comercial unit and wired romex in it the inspector shot it down is there a code or rule on using romex in this comercial unit. The room is wood. Even the original bulding has romex and pipe. where do i look?
