My house was built in 1959, meaning the house has no grounds but it is copper. Ok, So the Panel is located outside its a old federal pacific w/out a deadface. I know i need to replace the panel being a federal pacific, BUT if i replace the panel do I have to update the interior electrical of the house also?? Meaning add grounds to everything in the house. Can someone help me with why situation..

I wouldn't think so. I have replaced lots of panels and services and not up-graded the interior wiring.

The best thing to do is call the inspection deptartment and ask what they will want. Here the system ground would need to be brought up to current code. If you don't extend any of the branch circuits more than 6 ft then it's normally a simple job. No arc fault or anything else.

Make sure you permit it as a repair and don't use words like "up-grade". You are replaceing a panel with the same size due to the fact that it's and FP and not in good shape.

Probably not. You will have to add in AFCI breakers where required (and maybe un-share neutrals). A FPE panel of that age is probably 125A; new panels are 200A. You may need a service upgrade and new meter/can as well.

He shouldn't have to add AFCI breakers unless he's extending a circuit.
Never have been made or asked to do it here in my state.

Should be a straight forward swap unless (as mentioned) he's upping the service. Depending on the requirements for his area he may have to bring the grounding up to date.
