Sometime in the near future I will be building my house in Red Lion, PA. I plan on on installing a 400amp(320amp) meter base. Off of that meter base I will run two 200amp service panels side by side in the basement. Will it be ok to run standard 200amp SE cable alluminum made for outdoor exposure inside PVC? Besides the 3" PVC for the underground SE, I plan to run two individual PVC pipes down and into the house with two individual PVC LB connectors (one for each 200amp load center panel with its own main bkr). Inside the house I planned on putting a water tight oval SE connector at the end of the PVC that comes from the outside LB. So the SE cable will be exposed in the basement (with its outer shielding of course) going into each service panel and on the outside part of the house the SE cable will be inside PVC. Is this allowed? Or since I ran PVC outside the house do I have to continue that PVC run inside the house to each load center panel?

I plan on putting two ground rods no more than 5ft apart. (unless only one is required)
#1 Should I run my ground wire from load center "A" to both ground rods and then from Load center "A" to load center "B"? Does it matter which service panel the water pipe ground comes from?
#2 Should I run an individual ground wire from each load center and connect them both to both ground rods? Does it matter which service panel the water pipe ground comes from for this type?
Does a 400amp meter base need to have its own ground wire? Or do you just wire it like a 200amp meter with both hot lines and the neutral and no individual ground wire?
Does anyone have photos of a service like this?
I really appreciate if you could answer these questions or if you can direct me to someone that can. Ive never done a 400amp service. I want to make sure its safe and that it passes Windsor Township inspection.
