Residential Boat docking wiring going from dry area to damp area

Main feeder to dock the correct wiring is in place. Sub panel is in the fully enclosed boat house attic. The wiring from the sub panel down to the 2nd level (3 levels-attic, middle level which is mostly enclosed, and lower level main dock) is romex wiring with non insulated ground wire. This wiring goes from a dry attic to a damp middle level, however, the wiring is completely enclosed within wood walls much like wiring a house. Local authority is telling me that I have to tear out the wood walls and replace the wiring with insulated ground wire. 2 questions: 2014 code, article 555 does not even apply to residential docks so under what authority can they condemn my dock; and 2) is there anywhere in the NEC code that allows interpretation that the area between the outer and inner wood walls where the wiring is located is actually a 'dry' location? As a side note I also have GFIC breakers at the feeder line box as well as at the sub panel which made no difference to the local inspector.
