Residential, bonding at the water main.

So at work today the question came up about what part of the water main do you put the ground clamp on. Just before it enters the house or close to ground level, please take into account that there was what i believe plumbers call a ball valve between the ground and the house just before the spigot. Could not find that answer in the code book. Thanks for your help.
 
If you are installing a clamp on the waterline before it enters the house then it seems it would be in the ground, at least with all the waterlines I have seen.

If you are inside the building then you need to be within the first five feet.
 
250.52(A)1 .... Interior metal water piping located more than 1.52m (5 ft) From the point of entrance to the building shall not be used ....
250.104(A) .... The points of attachment of the bonding jumper(s) shall be accessible.

Around here inspectors like to see the water pipe bonded close to the main shut off valve, as it will have an access door if wall ever gets finished
