I am currently wiring 2 detached sheds. I installed a 60 amp sub panel in one and fed the other with a single 20 amp circuit. The sheds are 3 feet apart. An inspector told me today that each shed is required to have a minimum 60 amp sub panel. I can't seem to find anywhere that states even 1 being required to have at least a 60 amp sub panel. Please enlighten me!

The inspector is incorrect. He probably is thinking of 230.79. That is for service disconnects. the smallest allowed for a non dwelling is 60A. But what you have is one feeder and a branch circuit, not a service.
All the second shed needs is a single pole switch for a disconnect.

Is he, or she an electrical inspector or a building inspector that does it all

I agree with Sierra yes for the structure with the panel and no for the shed fed with a single branch circuit. Both require a disconnecting means.

I'm curious as to where this person got the 60 amp minimum from.
