Residential disconnect requirements

Installed a 320 service feeding two service rated 200a transfer switches on the wall of a pump house 20 feet from the main house, one of the transfer switches feeds a new panel in an addition being built. Conduit Underground into the crawl space and then SER to feed the panel on an interior wall, inspector is requiring an additional disconnect on the outside wall of the addition for the feeders to go through. I thought that with the service/emergency disconnect location being as close as it is that I was ok. Thoughts? Anyone else run into something similar? Was going to post a photo of everything to make it easier to see the layout but I can’t figure out how to get it from my phone album onto the post.

Are these (bold) within the same structure?

320 meter main is on the house? Then feeds 2 ATS on a pump house? Then back to another panel on the house?

Yes, addition is being added onto the existing main part of the house. Same structure.
 
A detached structure requires its own service disconnect. Being 20 feet from the pump house is too far. Code gives no distance allowance for a detached disconnect "nearby" the house. Some areas may have a local code specifying that if within X feet you dont need a separate disconnect, but most areas probably dont have that.
 
Thanks, to clarify though. The transfer switches(service disconnects) are solely for the 2 house panels. They are only on the pump house exterior wall because the power company chose that location for the meter base over the house wall because of how it sits on the property.
