Residential electrical inspection question

This question applies to new residential construction in homes that include basements.

When code inspectors do an NEC electrical code inspection for new residential construction how often is a receptacle for a sump pump present without the sump pump actually installed? Never, extremely rare, sometimes, usually.

I have not done a lot of houses with sump pumps in the basements, but the ones that I have done the sump pump was installed before I got my final electrical inspection.
 
Under the 2005 NEC it would be permitted for the pump receptacle to not have GFCI protection. Under the 2008 that relief goes away.
