I am wiring a new house in South Carolina and was wondering if low voltage smoke and carbon detectors tied to a security panel will be ok for smoke detector code requirement.

It looks like SC is on the 2012 edition of the IRC so I'd say probably yes. Check for any state or local amendments.

Your question is a bit vague. Provided you meet all other requirements, such as: mfg requirements, placement, distance from walls/grills/tray/sloped ceilings, locations, type, and hard wired/battery back up, then yes, you can connect the alarms to a security panel. Fail to put a SA in a bedroom and it wouldnt matter if you were connected to NASA and NSA mainframes, ADT and Interpol, you're going to fail that inspection.

It depends on your local rules.

If your local rules require 'smoke alarms' putting in 'smoke detectors' will not meet that requirement.

Smoke alarms are self contained and can be interconnected.

Smoke detectors connect to a panel.
