What is the maximum distance that a floor receptacle can be placed from a railing ? In this case there is 11' of spindle and rail that run along one side of the room. The other side of the rail is basement steps leading down to a finished lower level. The problem that I run into with this particular floor plan is that there is a 42" wide hardwood floor that runs right next to the spindle/rail.One particular AHJ requires the recep be placed as close to the edge as possible thus puttingthe floor box with somewhat raised cover in the finished hardwood walkway. Can the recep be in the carpeted portion of the room which would be aapprox 44" from the stairway edge.Thanks.

No, but you could put it on the stairway edge in between the spindles.

Under the NEC the AHJ can not tell you where to place a floor receptacle in a residence. The only thing he/she can do is choose not to count it as part of the required receptacles as below:

210.52 Dwelling Unit Receptacle Outlets.
This section provides requirements for 125-volt, 15- and 20-ampere receptacle outlets.
....
(A) General Provisions.
....
(3) Floor Receptacles.
Receptacle outlets in or on floors shall not be counted as part of the required number of receptacle outlets unless located within 450 mm (18 in.) of the wall.

Under building code???
 
Can't quite picture it but if the floor is not done yet I have seen floor outlets flush with the wood floor. Also maybe this could be considered like a hallway and you only need one outlet if it is 10' or more.
