No, but you'll need a disconnect for all of the circuits as well as a grounding rod at the garage. A panel might be the simplest choice.

Do you mean you wish to supply 2 circuits to the garage or, omce at the garge you wish to supply two circuits?

The first would not be permitted unless you install a multiwire branch circuit. If you are installing a feeder to the garage, a panel will be needed as you will have to provide overcurrent protection for the 2 branch circuits. The feeder disconnecting means will have to be rated at least 30-amperes. Running 2 circuits utilizing a multiwire branch circuit and calling it a single circuit will require disconnecting means of at least 15-amperes.

The feeder option will require a grounding system established at the building. If installing the single branch circuit, you will not have to establish the grounding system.

After some further consideration I would change the answer of my original post. The supply to the garage can only be by one feeder or branch circuit. So more than 2 circuits would require a panel. Take a look at this:


225.30 Number of Supplies.
Where more than one building or other structure is on the same property and under single management, each additional building or other structure that is served by a branch circuit or feeder on the load side of the service disconnecting means shall be supplied by only one feeder or branch circuit unless permitted in 225.30(A) through (E). For the purpose of this section, a multiwire branch circuit shall be considered a single circuit.
(A) Special Conditions. Additional feeders or branch circuits shall be permitted to supply the following:
(1) Fire pumps
(2) Emergency systems
(3) Legally required standby systems
(4) Optional standby systems
(5) Parallel power production systems
(6) Systems designed for connection to multiple sources of supply for the purpose of enhanced reliability
