Residential light switch in chicago Il area.

I have a customer who's brother is having a home inspection accomplished by a private inspection agency for a home he is purchasing. The customer sent pictures of light switches in which I have never seen. The inspector mentioned the covers for the switches come off very easily. Could be an issue for children mostly but could also be for adults if the covers come off that easily. Anyone shed any light on the type of switches the pictures may indicate they are and if familiar with the municipality of Chicago, are these acceptable. I assume they are. Just something I have never seen.

They look like low voltage switches, at least I hope they are. If they are low voltage I see no danger even if they come apart easily. But I would be concerned with having to replace them if I were buying the house.
