Whats the difference between the "Standard RLC" and the "Optinal RLC"? I have read the description 10 times....Dont get it...

Where are you reading these ?descriptions?? Sections III and IV of article 220 are very different approaches to the calculation process. The standard method involves calculating different types of loads separately, applying demand factors to each as appropriate, then adding them up. The optional method lumps everything together, and applies a demand factor to the total. Most of the time, the optional method gives the lower result.

The purpose of the load calculation is to determine the lowest amount of power that you must bring to the facility. You can always bring more, if the owner is willing to pay for it and if the utility is willing to provide it. I generally do the calculation both ways, and give the lower value as my formal answer. Then I go about my design process by doing what I think is in the best interests of the owner.
