Should the following items be considered part of the 3VA general lighting and general use receptacle outlet load?

- sump pump
- sewage ejector
- garage door openers
- central vac system

Also:

Is a detached outbuilding figured at the total VA of the breaker that's feeding it?

Where I'm located in Michigan, the POCO is no longer just "handing out" 320/400 A meter bases.
We have to show documented calcs justifying the load.

Many times unless there's a lot of in floor heat it's difficult to show a load that couldn't simply be served by a 200A service.

Thanks

No they should not be a part of the 3va

The load is figured on the actual load not the breaker feeding the building.
