residential meter base and panel upgrade

I am replacing a meter base and mast in older home in ohio. Do I need to have a 100amp disconnect before the meter now? Im wondering if 230.85C exception means I don't need to add a disconnect

The EM disconnect in 230.85 comes after the meter not before. If you're on the 2020 or 2023 NEC yes you'll need the EM disconnect if this is considered a service replacement.

I use Milbank ones with a breaker in them. Suppose to make fire hose users safer without entering the premises...
