Residential outdoor main panel cover, hinge broken.

I am looking for some suggestions on how to remedy this problem. Homeowner is sick of duct taping their main panel cover. Thank you for your help.

Put a simple hasp on it.
He shouldn't need to get in it very often. If he does, that's another issue.

Yes, it looks like one of the hinges are gone. I haven't seen it in person, just in the pictures they sent me.

A lot of those don't have hinges. They have a slot in the cover and a screw goes into that slot from the outside. The cover slides in the slot when raised/lowered.

Who is the manufacturer? They might have a repair kit.
