Residential panel

If a residential panel is near a kitchen sink, is it ok as long as the main breaker at service feeding panel is a gfci?

Doesn't need gfi at all. And is ok so long as all the working clearance is met . Oh, and it doesn't need to be an outdoor rated panel either. And don't let the inspector start trying to tell you you have to keep it six feet from a water source, cause that comes from the mysty land of nevermore.
