Residential PV system lockout tag (Florida)

Our company uses SolarEdge inverters and we would like to lockout the DC portion prior to permission to operate from the utility company (Duke, FPL, TECO, etc). We've had some customers turn on their system before the power company, and want to prevent this. I suggested a standard "DO NOT OPERATE" tag and lock, but my boss is convinced we need something that states how it is illegal. As far as I know, it is not necessarily illegal, but they may receive a penalty from the power company.

And your question is?

Do you need something that states it's illegal? No, not per any code or legal requirement that I know of.

Is the a product out there that already exists that you can buy? I very much doubt it. If, as a customer experience measure, you want to make clear that the lockout is for legality instead of safety, I suggest you order a customer placard or roll your own somehow.
