Residential Service - Meter pedestal

For a residential service power begins out at the road with a meter pedestal with a 200 amp breaker.

200' underground URD to the house. 40 circuit 200 amp main breaker load center.

3 wire or 4 wires feeder in between?

The meter pedestal has a factory bond.

Why not 3 wire feeder and bond the neutral with my grounding electrodes at the house?

Because you put a breaker at the road changing the conductors from service conductors to feeders and feeders have to have an EGC.

There used to be an exception that would allow what you are suggesting but it has been removed for a number of code cycles now.
