Amu that is a local rule. You are not required to have a service disconnecting means until the building is entered. At that point it is needed, not 2', 4', 6', 8', or any other distance inside the building. Local rules are fine but they only apply in your local area.
230.70(A)(1) Readily Accessible Location. The service disconnecting means shall be installed at a readily accessible location either outside of a building or structure or inside
nearest the point of entrance of the service conductors.
