I have a project coming up that consist of 2500asf shop and a house with attached garage that is 11,500asf. The shop will be built first, so the service will be installed on the shop. I plan on 200A for shop and 400A for the house. Based on cost and availability I would like to install two services rather than one 600A. Both services would be installed on the shop with 400A being ran underground to the house. Is this acceptable?
 
The NEC does not really address utility metering, you can have as many utility meters as you want.
But there are requirements for the the number of service laterals and requirements on service conductors, grouping of disconnects, etc. etc.
