when a meter stack is installed with tenant main breakers for a condominium development and the ground wire is only connected at the service meter stack does each of the interior panels have to have a seperate ground wire installed to an outdoor ground rod. Also, is it ok to use main lug panels in each unit versus a main breaker panel

250.24(A) specifies that the grounding electrode conductor goes from the service equipment (or supply side of) to the electrode, so no, you don't install one to each individual panel. You do, however, need an equipment grounding conductor installed with the feeders to each panel.

Also, you do not need a main breaker in the tenant panels.

Do you mind my asking the reason for your interest in this issue? As the owner, are you being given advice on some installation, and are you looking to confirm or refute the advice? Or do you see something that you don't think is quite right, and are hoping to get an answer that will relieve your concern?
