Residential watthour meters

Does a typical residential electric meter measure power factor. Or do utilities just use a typical fudge factor to determin what it the apparent power really is?

I do not believe they take PF into account, nor do they measure it. I believe the older meters were purely reading watts.

Not sure about the new "smart meters"

Watts only for a typical meter. The power factor penalty is built into the rates using the average power factor for the whole rate class (an estimate based on load samples and feeder data).
