Im not sure I understand the question.
This type of issue is really not in the scope of the NEC. If you mean, are you responsible to perform all work to at least the minimum code standards, then the answer is yes.
But if you mean, yourself, a few helpers, and a journeyman are on a job, who is responsible? This is complicated. Some jurisdictions have licensd to unlicensed ratios, others do not.
In a court of law, all persons related to the job, whether you touched the particular issue questioned or not can be named. Generally, the master license or contractor license holder is the one who becomes liable and responsible.
Ultimately, ever electrician is reposnible for themselves regardless what your boss or anyone else says or does.
