ressesed cans in a wall?

Can anyone tell me if it is legal to put a ressesed can in a wall of a building or house. I have a homeowner that fancies himself a designer, and i dont see anything anywere were it says that its not allowed. He wants to put them in his dinning room. and he wants 4" LV 1499's with wall wash trim or some type flat shade made of bronze and glass. i would assume that frame of lens would need to be grounded some how?(bonded)

I'm gonna try to dig up an old thread from another board where I did a good bit of research where a person wanted to mount cans face up on a ledge. It boiled down to the fact that the UL marking guide requires fixtures that must have a certain mounting orientation to be so marked. All the high hats that I could get my hands on were marked in such a way that they could only be mounted pointing down to comply with the labeling. There are wall type recessed fixtures to do what your customer wants.
 
i know ive done lots of step lights and such in theater rooms but this dude thinks he knows better by suppling his own stuff.
i was just curious what the general consensus was

Yeah, I feel for you. Under those circumstances, I'm torn between telling the guy off and maining some level of professional decorum. Mostly, I just stew inside, while trying to explain why you can't do that.
