Are the NEC requirements of a dinning room in a restaurant the same as that of a residence regarding wall outlets? In other words, are outlets required? If so, do they need to be tamper proof? Do they need to be rated for 20 amps?

Not sure but Id go with tamper prof regardless, small children often crawl underneath tables and play with anything they can see.

The few plans for dinning rooms i've seen don't have any outlets on them. Do they know something i don't?

Receptacle outlets are not required by area designation. However, receptacle outlets are required where flexible cords with attachment plugs are used - 210.50(B). For example, if the dining room is carpeted, a vacuum sweeper will be used and thus requiring receptacle outlet(s) be installed. Number and location will be a subjective determination based on the typical length of a vacuum cleaner cord.

Thanks. That's helpful. The floor will be wood in the dinning area. Will they have the need for equipment with flexible cords and attachment plugs? Maybe, Maybe not. Who can say? As long as it is not a requirement, that will help with my estimate by lowering my bid. It can always be an extra later. I think I'd want them in my restaurant just for convenience. If i was to provide a circuit or some outlets, do they need to be 20 amp?

Since its a non specific area and your also not using the 180va rule you are ok to run a 15 amp circuit. Id run a single 20 looping around the room with tamper safes every 50 feet or 4 table booths.
