reverse fed main disconnect?

A electrician friend of mine said he recently noticed on a job(dwelling) outside at the meter-socket/required disconnect,one that was built on site, had the feed from meter to main breaker landed on the "load" side of the breaker. What do you think? It will still open for a disconnect, but will it still open as a ocpd?

Yes. Any circuit breaker not labeled line and load can be reverse fed. They cannot be mounted upside down, however.
