Reverse flow without solar???

A friend called my today and says he is having a problem with the energy utility. Their meters are sensing a reverse flow to the meter, as if he had solar, but he does not. The meter was replaced, but same issue. He tried killing breakers one by one, but nothing fixed the problem. He has 1 acre of land, so to verify no power was diverted underground, he killed his home panel, and the meter didn't read additional usage. Anyone seen as issue like this that can give me a few pointers? I'm not to familiar with the meters, but don't see how two in a row could receive a reverse flow as a failure. Any help before I go out there and poke around would be great.

He's pulling your leg, or you are pulling ours. People have made claims of super secret devices that make meters run backward, but if they exist, they would be highly illegal and a power utility would be all over this like stink on you know what. They wouldn't just swap out a meter and then whine about it not fixing the problem, or let the user figure it out on their own.

Ok I'll play... just thinking.. he killed breakers one by one and problem persisted? He killed main and problem went away? If so, any chance he has pass through lugs on his panel? Recently added anything before problem start? Might try turning all the individual branch breakers off and leaving main on and seeing if problem stays or goes away. If goes away, then any chance the meter base is miswired and the problem just came up when they put in smart meters?

Id be curious how the load compares between local and meter measurement (i.e. Clamp it at the main and compare to what the meter is reporting) I'd also be curious what kind of load he has going when they sense the reverse flow.

A smart meter that is not so smart, maybe? Maybe it needs to get some counseling.
