I am looking for helpful information on revising the power company rules on secondary services for a small municipal electric department in upstate New York. The old "spec" book needs a thorough overhaul. Any suggestions on how to address this task will be greatly appreciated. Thanks in advance.

Just a thought is that I would read quite few of these from other utilities to get an idea of what they cover and how they are laid out.

I am in no way saying to copy someones work without permission but I think you could get the feel for the layout and items covered this way.

Almost all utilities have these "Requirements for Electric Service' (AKA Green Books) available for download on their web sites.

Here's an idea for an "easy out", if it suits you and your peers. The only municipal utility that I work under uses another POCO's rules book (the nearest POCO to the municipality). Makes it pretty nice for us electricians since we only have one set of rules for two POCO's, and easy on the municipal utility since they don't have to develop their own.
