revisit water bonding again

Having a disagreement about water bonding. Some people in my department say that metallic water piping(w/10 feet underground) installed in a building can be bonded at any point on the water line. I say that it must be considered a grounding electrode according to 250.52(A)(1). And as such must meet the requirement of 250.50 which requires all electrodes "if available" to be bonded together, thereby requiring the water to be bonded within 5 ft. from point of entry. Thanks for the help.
 
Mike thanks for the reply and I see that you are in agreement with me but my collegues are saying the water line I described in original post is not a grounding electrode because other electrodes are being used and therefore the water lines only needs to be bonded at nearest available location. Hope I'm clear on that?
 
It doesn't matter how many "other" electrodes are being used. All electrodes that are present must be used and connected as grounding electordes. You still may be required to bond the water piping system inside the structure if continuity between the inside portion and the grounding electrode portion is not maintained.

250.50 says the water line shall be part of the grounding electrode system if 250.52(A)(1) requirements are met. It doesn't matter that you have other electrodes present.

If you can't get to it within 5' of where it enters the building, it can't be used as part of the grounding electrode system unless the exception is met.

I tend to disagree with you a little bit here Jim

If it is not possiable to hit the first five feet of the water pipe then get out the shovels and start digging. It will be used as the grounding electrode if it is there and even if it chances to plastic on the inside.
