rewinding a radial arm saw

i have ran into a problem and i am hoping some one can answer my question.
i am rewinding a radial arm saw. this motor is quite weird. it is 1.5 hp, 200 volts, 3450 rpm 3 phase and is supposed to draw 5.8 full load amps. i just rewound it and its pulling 14, 3, and 11 amps. this motor has a really weird span as well it has 20 slots with a span of 8 and 10. between each ten slots it has a gap with one small slot closest to the gap and one medium slot next to the small slots. the turns i counted are 17 for the 8 span and 41 for the 10 span. the connection is 3 lead i wye with a lead coming off the wye for a brake. on A phase the smaller span shares a slot with the other phases the larger span has its own slot through out all 3 phases. b phase's small span shares a slot with A phase on one side, then on the other side the smaller span has its own slot in the smaller slot that i mentioned earlier. C phase's coils fall in the slots similar to B phase. after i rewound it we tested it and saw that it had high amps and noticed that the 3 legs were'nt even so we surge tested it and it showed shorted:mad: . so i rewound it again and the same thing showed when i tested it. my first question is did i give enough information and did i confuse you? my second question is does the way the coils lay in the slot sound right? my 3rd question is why would the motor show shorted if its not really shorted ? And finally does any one have any recommendations????:confused:
