NEC does not address this, but manufacturers specifications will.

In particular you will have low temperature limits for installing conductors, and a different low temperature limit for using conductors once they are already stationary .

See for example: https://www.awcwire.com/blog/how-to-properly-install-thhn-cable-during-cold-weather which prohibits installation operations below 14F, but operation is permitted below this temperature (minimum operating temperature not specified).

If you must _install_ these conductors when the unit is already cold, you might need to use a non-standard wire type, or might need to heat the conduit for the duration of the install.
