RGS set screw connector

Would a concrete tight set screw RGS connector be considered weatherproof? Outdoor above ground installation where a contractor used a set screw RGS connector from the bottom of a LB to the top entry of a 3R panel board.

Al the listings I see are for "DRY locations" and "concrete tight when taped"
