Rigid expansion fittings

I have a installation where we are installing 3 Inch PVC 30 inches underground in a parking lot for Block heaters. Per spec we have 3 Inch ridge 90 degrees coming up to a panel at a light pole. (subject to physical damage) The parking lot will be paved 4.5 inches. I say a ridge expansion fitting Is necessary even though it will be in pavement. As the pavement will likely move and heave in the winter months. This installation is in the north east. Due to the cost of the expansion fittings I want to be sure I'm right be for presenting the extra to the owner, (The engineer did not spec them out) We have 4 locations and will need 8 expansion fittings. Any thoughts or comments would be appreciated.

I assume you mean rigid metallic conduit? I see no need for expansion fittings in that situation. Any parking lot or concrete slab is going to have heavily compacted soil under it already and earth movement is going to be minimal to non existent.
 
Yes ridge metallic. I have seen parking lots crake and heaving causing damage to conduits at buildings. My concern is the panels at the light pole structures over time when the pavements starts to crake and fail. Water will penetrate and cause the ground to freeze. I do not want the installation to be jeopardized.
