Riser Busway w/ Meter Centers

I have an application where a service entrance switchboard is feeding Riser Busway up through the building. The busway is 1600 amp 120/208 volt. Siemens makes a meter stack that can directly connect to the riser bus. The connection from the busway to the meter stacks can be connected to a main device or directly to the meter stacks. I am wanting to connect directly from the busway to the 3 and 4 stack meter sockets. My question is the 6 disconnect rule should not apply because the service entrace point is at the switchboard that feeds the busway. Also, if the busway is rated at 1600 amps and the meter stacks through bus is rated at 1200 amp and no main device is between the busway and the meter stacks is this acceptable?

You are correct to the six disconect rule as that is for the outside of the building or just inside so the power to a building can be cut in an emergancy but as for the requirment on having OCP's befor the buss meter I have never heard of any rule other that there needs to be some kind of OCP just after the meter. or does these meters come with a main.
