Does table 225.60 apply to conductors in a raceway? What is the required clearance over an industrial driveway for 480V conductors in RMC?

225.60 is for systems over 600 volts and 225.18 is for systems 600 volts and less. Neither apply to conductors in a raceway or cable tray.
Many industrial pipe bridges are less than 18' their roads. I believe the maximum height of a vechicle on a public roadway is 13'6" unless they have an "over size load" permit.I'm not sure how I missed the "over 600 volts" for 225.60 - thank you. I will use the 18ft height referenced in 225.18(4). I am curious since 225.18 specifies "open conductors" what an AHJ would say about clearance for a pipe bridge over a road on an industrial site used for personnel carriers and small trucks only.
