RNC use & AHJ's

Code permits the use of RNC in underground installations, yet I am being told that there are some AHJ's that forbid its use at all. I can see this applying to indoor use but outdoors?
Has anyone else had this experience?

Unless this is a local code or admendment to the NEC, an AHJ really does not have the "authority" to not permit the use of RNC if installed to the provisions of Article 352.

if it is in the code and listed for that use ,if the ahj is changing the code it must be in writing why this is being changed -- but--???

Correct the AHJ must cite a specific code rule.
