Romex in 2-2 1/2" conduit from Main Panel Up to Floor Joist

I thought I had seen a mike holt graphic on this. Is this to code or not? Some Electricians put a piece of big conduit up and then use it for a chase for individual Romex cables. The individual cables are not clamped then.

There are specific requirements associated to doing so. See 312.5 exception and note it is allowable for SURFACE panels.
