Romex in a suspended ceiling

Today an Inspector told me under no circumstances can romex be used above a drop ceiling. I told him I thought that only mattered in plenum rated spaces. He said a new code came out and said no situation allows it but couldnt give me a code reference. Anyone know what hes talking about?

Inspector is correct unless it is a dwelling. art. 334:12(A)(2)

The inspector wasn't entirely right if that was actually what he said, see 334.12

It is new to the 2005 or at least there are changes. Not sure what it had before then.
