Is there anything that prohibits securing nm cables to a finished dry wall ceiling that will be above a new 2” drop ceiling?

Alright thanks. It’s a single family dwelling. Is there anywhere that states it in the code book or is it just not listed as prohibited so therefor it’s permissible.

There's no mention of fastening under a drywall ceiling, only framing. But there is specific mention of romex being allowed within a grid ceiling

Indeed there is. Am I reading it correctly that it is still allowed with single family dwellings?
