In a residential application is it permitted to stub romex through a block wall under a house or does it need to be uf?

I'm not 100% clear on what you are doing. Here are some rules.
If the cable is run inside the cores of a block wall above ground, NM is OK.
If the cable will be below ground level (in conduit or not), it must be UF.
If the cable is in a crawl space below the house and fastened to the underside of the floor, then NM is OK.
If the cable is in conduit outside, then UF is required.
