Romex (?) used on the outside of a residence

First off, I'm not certain this is romex, and also I see this used a lot for utility drops, all on the Eastern seaboard. My inclination is this should be conductors enclosed in EMT but being on the West coast where this isn't used I admit I'm a bit ignorant.

Does anyone know what this product is and if it's approved for outside use? Should these runs be enclosed in a raceway?

This is in Maine.

I wouldn't worry about the total legal SER as long as it is sized correctly, you have other issues including Exhaust venting directly above the equipment:
110.26(E)(2)(c)
(c) Dedicated Equipment Space. The space equal to the width and depth of the equipment, and extending from grade to a height of 1.8 m (6 ft) above the equipment, shall be dedicated to the electrical installation. No piping or other equipment foreign to the electrical installation shall be located in this zone.

Won't other than to lol. That was likely built during a Maine winter. Or excuse is "the upstairs unit is only used in winter".
