I have been tasked to plan and install basic electrical service to a warehouse that has been renovated into office space by building interior walls of 2x4 frameing finished on one side only. The walls do not extend to the cieling and the rooms are open on top. Can I use romex for the wall outlets and light switches even though the walls will be open on one side? This application is on an military installation.

NM cable is not permitted to be installed where exposed to physical damage. Bsed on your description, I would lean towards it not being permitted. Plus, NM cable is limited in non-dwelling occupancies as outlined in Article 334. A more suitable wiring method would likely be MC cable for this particular application.
