Romex wiring in concrete home with metal studs

I have a question about proper insulation of romex wiring. Home is built with concrete blocks, framing is done in metal studs. There are steal joist supporting the 2nd floor. I know I can use metal stud bushings to pass through the metal studs, but what is the best way to insulate the romex that passes through the steel bar joists? And also what is the best insulation to use for strapping supports to the metal studs? I have a few ideas but the customer is on a budget and wants to use romex rather than emt or MC cable. Can you use polyethylene noodles to protect electrical wiring by code? Looking for ideas that might be cost effective. Thanks for any help!

Also, can you zip tie romex directly to the metal stud for fastening support? Or does it also jeed an insulation like passing through a metal stud?

NM cable sheath is allowed to be in contact with metal as long as it's protected against damage.
