Hi,
A friend of mine, an electrician, rewired an 1-story old, stand alone, 1400 sq.ft building with romex
the building inspector did not say anything.

is that correct, using romex in commercial...????/:?

Thank you

If the building type is one that NM (Romex) is allowed it's fine.
Also as long as it's not disallowed by one of the "special areas" described in Article 500 it's fine.

I found the special areas section but where does it describes what building type(s) that Romex can be installed?
Look at the Chapter III section which describes NM (Romex) and you will find a list of where it can and cannot be used. That is always a good place to start for any wiring method.
